Instagram top says there's no iPad app 'because there aren't enough users'
In response to a tweet by well-known YouTuber Marcus Brownlee (@MKBHD) lamenting that Instagram's iPad app is still not available in 2022, Instagram's general manager , Adam Mosseri replied:
Yes, we have received many such requests, but at the moment there are not enough users to prioritize them. We hope to provide it someday, but at this time we have other priorities.
Mosseri also called the iPad app "a long-awaited feature" similar to dark mode support, scheduling posts, and removing individual photos from the carousel.
Yup, we get this one a lot. It's still just not a big enough group of people to be a priority. Hoping to get to it at some point, but right now we're very heads down on other things.

When Mr. Brownlee asked, ``Does a large number of users provide a good app?'' Mosseri replied as follows.
Oh it does, for sure, but:1/ each surface adds overhead; we support iOS, Android, www, and IG Lite, and Android is the largest2/ TikTok and YouTube are behemoths, people share more in messages than they do to Stories or Feed, so we need to adapt3/ we are leaner than you think

As for why there is no Instagram app for iPad, Mr. Mosseri explains almost the same as this time in 2020, "Because there are other things to do."
